Whats the lowest is should go when selling?
My 2003 civic ex 2dr? I went to Kelly Blue Book & the private party sale price is 12,600 & if a dealer sells it they will list around15,000. But these are stock prices, I have added some things: tinted windows, 2- 12" subwoofers with amp, cd player with detachable face, alarm system (really good, if it thunders too loud the alarm goes off), euro style tail lights & an extra pair of wheels for the summer which are 17" chrome. So what should I expect to get. I was thinking 13,500 or best offer. I know Im not gonna get all the money I put in, but Im just not sure how low I should go.

Dealers get a premium because there is more recourse against a dealer if there a problem, plus they recondition the vehicle.
Sounds like you are right in the neighborhood as far a price. The problem is the additions that you put on the vehicle aren't for everyone. If you find the right person you could get more money if you can't find the right person you might have to settle for a little less.
Kelly blue book dose not sell cars the acv actual trade value is 12,600 that what its worth after they buy it, the still have to put it thur inspection before they retail it and after market items don't ad value to a car and remember ever month the value of a car changes new cars that don't sell that year don't book out the same the next year and that's new.
Just because you wasted your money on customizing an economy car doesn't mean they raise the resale value. Those things are worth nothing to me so the car's worth $9500.
